This project involved a comprehensive evaluation of the city’s growth alternatives. JLR provided project management, civil engineering, land use planning services, and coordinated the input of other sub-consultants.
Prior to their amalgamation in 1998, the three former municipalities that currently comprise the City of Kingston had independent approaches to growth. The new city needed to objectively assess if these approaches continued to be appropriate.
Phase 1 of the project involved a review of growth and development issues, the needs and values of the community, provincial policy requirements, and the development of a detailed set of Evaluation Criteria. An in-depth public consultation process followed.
Phase 2 included the preparation of growth projections, an evaluation of the capacity of vacant lands to accommodate growth, the development and assessment of growth alternatives, and the development of land use planning and servicing reports. Again, these were subject to extensive public review.
ArcGIS software was heavily utilized to assemble and evaluate multiple datasets from each of the three former municipalities. Constraint mapping, buffering, and spatial analysis of existing land use patterns were performed on the 40,000 parcels within the city as part of the Phase 1 review of growth and development issues. During Phase 2 of the project, the GIS model was used to examine the capacity of vacant lands to accommodate growth and for the development of alternatives to accommodate projected growth needs.
Four years after the project was completed, JLR was again retained by the City of Kingston to provide a review of the Growth Management Strategy with the City’s progress on its new OP. JLR re-examined the growth targets and the infrastructure capacities to determine their validity against updated data.
