The Ottawa Macdonald-Cartier International Airport Authority (OMCIAA) retained J.L. Richards & Associates (JLR) and Marshall Macklin Monaghan Ltd., in a joint venture known as MRM Project Managers for the airport expansion program. Within this mandate, MRM Project Managers assumed overall responsibility for program implementation, including project definition and development, consultant and construction manager selection, scheduling, cost control, user interfaces, regulatory approvals, design coordination, and administration of construction contracts. In addition, JLR provided direct architectural and engineering services for a number of assignments, including services relocations, U.S. pre-clearance expansion, new high voltage power supply, and peer review of the passenger terminal building design.
The expansion program comprised a new passenger terminal building with a two-level arrival/departure roadway, a new four-storey, 2,400 vehicle parking structure, apron and taxiway expansions, and a new aircraft deicing facility. Associated site redevelopment included a new airport access road, reconfigured surface parking, services rerouting, demolition of existing buildings, and resupply of high voltage power to the site with a new multisource service for increased redundancy.
One of the major technical assignments completed for the OMCIAA was the complete design and contract administration of a $4.7M tenant-fit up program for 15 airlines and service companies (including Air Canada and WestJet). The project included office and training spaces for the Canadian Air Transport Security Authority and Transport Canada, as well as OMCIAA workshops. All work was undertaken to coordinate seamlessly with base building standards and to meet stringent budget constraints and construction completion dates.
Since completion, JLR has continued to assist the OMCIAA with engineering and architectural services on an open agreement basis. JLR has completed a site services concept for Phase II of the Expansion Plan and a Master Servicing Plan for all OMCIAA lands.
The OMCIAA won an Award of Excellence from the Association of Consulting Engineers of Canada and Canadian Consulting Engineer magazine in 2004 for the airport expansion project.
