The Royal Military College of Canada, part of the Canadian Forces Base in Kingston, identified a requirement for a 75 m x 110 m synthetic turf sports field under a permanent inflatable dome to accommodate soccer and rugby for its intramural and varsity sports programs. The dome was designed to meet the requirements of both the Fédération Internationale de Football Association (FIFA) and the Standard Rugby Union.

JLR provided architectural and engineering consulting services, including site selection configuration and layout, site servicing, grading and stormwater management, architectural and structural design, and on-site review of construction activities. Existing watermain and sanitary sewer lines were relocated to accommodate the new facility.

The project also included the design and construction of long-term student and short-term visitor parking. Stormwater management for the site was provided through retention in the new parking area.
