JLR was retained to complete all design components, approvals, tender documents, stakeholder consultation, contract administration, and inspection.

This project was driven by the need to construct the first phase of a new 1500 mm diameter combined trunk relief sewer along Gilmour Street between Elgin Street and the outlet to the Rideau Canal Interceptor (RCI) along the Queen Elizabeth Driveway in Ottawa. As the sewer was quite deep in a relatively constrained and narrow right-of-way, reconstruction of the local combined sewer and watermains was also required. The project included the design of new trunk sewer, local combined sewers, watermains, roadway, and sidewalks in a downtown urban environment.

The Gilmour Street project included the replacement of aging combined sewers and watermain in a historic urban environment, larger residential apartments within the project limits, mature trees that needed to be preserved, full road reconstruction including the widening of pedestrian infrastructure, and the implementation of speed management measures. The public was closely involved and very vocal through all phases of the project’s duration. JLR effectively managed the traffic management challenges associated with a constrained right-of-way and a busy one-way street, which was an important factor in the overall success of the project.

Challenging geotechnical conditions within the Gilmour project limits necessitated engineered shoring and settlement monitoring of adjacent buildings during the sewer excavation. Sections of Gilmour included heritage masonry buildings that required special attention to avoid damage during construction. Coordination with the National Capital Commission (NCC) was also required to accommodate construction near the Rideau Canal.
