As Prime Consultant, JLR successfully completed the necessary full depth/width roadway reconstruction, new sidewalks and curbs, plus replacement and new installation of storm sewers, sanitary sewers and watermains on Churchill Avenue (Spruce Street to Vancouver Street) and on Manitoba Street (Churchill Avenue to Dundas Street).
New infrastructure design included full depth road and sidewalk reconstruction, new curb, and gutter; and removal and replacement of sanitary sewers, storm sewers, and watermains on 915 m of two-lane roads in a residential neighbourhood built in the 1950s. JLR attempted to find suitable locations for low impact development (LID) measures but the limited right-of-way and boulevard widths was prohibitive for LID installation.
Existing clay tile storm sewers on both sides of the road were used to collect flows from private storm connections (PDC). These sewers had to be removed and PDCs reconnected to the new storm sewer. Due to lack of records on the location of storm PDCs, they were located through a process of excavation and running CCTV cameras through the (heavily sedimented) clay tile sewers during construction.
