Haldimand County retained JLR and CIMA+ to prepare a Master Servicing Plan (MSP) Update for the 2009 Hagersville MSP that fulfills the Phase 1 and Phase 2 requirements of a Municipal
Class EA. The purpose of the MSP was to identify the individual water, wastewater, stormwater, and transportation infrastructure improvements based on future servicing requirements and
develop an implementation plan for these upgrades.
CIMA’s work included an update of the County’s existing hydraulic water model previously updated in 2020 and an assessment of existing water system constraints and future water
needs. Identified constraints included a storage deficit under future demands and high-system headloss. CIMA worked with the County to consider the age, maintenance requirements, and
life span of existing infrastructure in Hagersville as part of the evaluation of water recommendations. The recommendations for the water system included plans for a new reservoir and booster pumping station decommissioning of the existing booster pumping station, a new transmission main, and distribution upgrades.
JLR’s work on this project consisted of updating the wastewater, stormwater, and transportation servicing components of the MSP. For the wastewater MSP update, five wastewater treatment
alternatives were considered to expand the existing treatment capacity in Hagersville. JLR worked closely with the County to consider alternatives in the Highway 6 corridor servicing
strategy to provide long-term wastewater servicing. Recommendations were also made to upgrade several sections of gravity sewer and construct new sewage pumping stations for
future developments.
For the stormwater MSP update, JLR created a new stormwater model in PCSWMM using the County’s GIS database. JLR reviewed the County’s recently issued Consolidated Linear
Infrastructure ECA to inform the stormwater recommendations. The purpose of the transportation component of the MSP was build and incorporate new development into the County’s Synchro models and study available traffic capacity levels in Hagersville. As part of the work, assessment of future traffic constraints identified to year 2051. JLR incorporated stakeholder concerns received during the two public information centres (PIC) into the identified existing constraints, which informed transportation recommendations.
