JLR was retained by the Town of Oakville (Town) for the design of Khalsa Gate/Old Bronte Road (south limits of Khalsa Gate to Dundas Street West) known as Palermo Village. Palermo was the first urban centre in Oakville and has been established as a growth area for future medium- and high-density development.
The Livable Oakville Official Plan provides policy direction to ensure that streetscapes reflect local context, promote a pedestrian-oriented environment that is safe, attractive, and accessible, and provides cohesion between the public and private realms. In addition to this policy direction, staff developed and Council endorsed, the Old Bronte Road/Khalsa Gate Streetscape Plan Study (2012) that envisioned the redesign of Old Bronte Road into a vibrant corridor.
The project included the reconstruction of Khalsa Gate/Old Bronte Road from its current two-lane rural cross-section to an urbanized two-lane cross section with on-road bike lanes and on street parking. The design integrates the history and heritage of the Palermo Village into the streetscape, while supporting planned growth through the development of a complete street that provides a functional, comfortable, and accessible public realm for pedestrians and cyclists.
The reconstruction project included consultation/engagement with the public and the business owners to refine, geometric design of the roadway, underground servicing requirements for water and waste water, utility replacement/coordination, and signal design.
Palermo Village is a unique place in the Town, with many historical attributes and was a significant undertaking for the Town and highly visible in the public eye.
The project included:
- Reconstruction and urbanization of the existing roadway including removal of curbs, roadside ditches, and driveway culverts.
- Creation and detailed design of new streetscape concept incorporating previously selected street furnishings (including street lights, benches, waste receptacles, bike racks, unit pavers, bollards, etc.), interlocking sidewalks/area between concrete sidewalk and curb, street trees, and soil cells.
- Full asphalt and granular replacement
- New storm sewer.
- Concrete curb construction.
- Concrete sidewalk repairs/construction.
- Asphalt driveway restorations to property line
- Top soil and sod restoration.
